Changi T1 Departures: Early Check-in, GST Refund and Immigration in the Right Order
- Changi Airport
- Singapore Changi Terminal 1
- early check-in
- GST refund
- Jewel Changi

Departing Changi works differently from most airports: check-in opens hours early, bags go first, the GST refund happens before immigration, and security sits at the boarding gate. Get the order right and a Terminal 1 departure hands you two or three spare hours — exactly enough for Jewel next door. Airline lists and hours change, so check the airport website and your airline before you travel.
If your terminal or airline is not listed, the rest of the sequence still applies; you only lose the Jewel time.
1. Early check-in: the time only T1 departures get
T1's departures floor is level 2, arrivals and Jewel level 1, and B2 the bus stop. The MRT leaves you at Changi Airport station with a Skytrain ride still to go; taxis drop at departures. Follow the signs and deal with bags first.
Standard check-in opens about three hours before departure; early check-in pushes that back. The hall inside Jewel is open daily 08:00–23:59, and participating airlines take check-in and bags from three hours before the flight up to 12, 18 or even 24 hours. The counter is not in the departures hall — follow the Early Check-in signs across the link bridge.
Read the limits first: T1 flights only, participating airlines only, so T2, T3 and T4 passengers cannot use it. Once a bag is checked you cannot retrieve it, so passports, power banks, medication and a jacket stay in the cabin bag.

2. Time windows and airlines: confirm your flight first
The windows vary a lot. The table shows the range posted on site; the list and hours change, so confirm before planning your day.
| Airline | Check in from | Note |
|---|---|---|
| Singapore Airlines, Turkish Airlines | 3–24 hours | The longest window; an early flight can be checked the evening before |
| Scoot | 3–18 hours | The earliest of the low-cost carriers |
| Cathay Pacific, Japan Airlines, AirAsia | 3–12 hours | Suits afternoon and evening flights |
| Air France, EVA Air, Qantas, Malaysia Airlines and others | 3–12 hours | Check the screen on site |
Airlines not listed usually check in at the standard time in the departures hall. The list also varies by terminal and date; odd-size items such as surfboards, strollers and instruments go to a dedicated counter instead.

To use Jewel properly, arrive four hours ahead: check-in and the refund take about 40 minutes, two hours are left for shopping and a meal, and 20 minutes cover the walk through immigration to the gate. For a quick look at the Rain Vortex, three hours is enough. If your flight is not on the list, arrive three hours ahead and shop after immigration — T1's transit area has shops and restaurants too.
3. The GST refund comes before immigration
Singapore's GST is currently 9%, and tourist refunds run through eTRS. You need at least S$100 spent at one retailer on the same day, combining up to three same-day receipts, and must ask the shop for an eTRS ticket with your passport details recorded.

The self-service kiosks sit in the check-in hall, before immigration. They are spread around, so use whichever is free; on a busy morning it pays to do this first and shop afterwards. Scan your passport to pull up every eligible transaction, then choose a refund to a credit card, Alipay, or cash at the counter.
One rule catches people out: goods you are checking in must be claimed before you drop the bag, in case customs wants to see them; goods you carry can be claimed after immigration.
A few hard rules: claim at the terminal you actually depart from; cards issued in Singapore cannot receive the refund; claimed goods cannot return to the departures hall or be handed to anyone else. The payout is net of a handling fee, and the rate on your eTRS slip counts.
4. Immigration, security and the gate: no turning back
With check-in and the refund done, follow the Departure signs up to the departures level and clear immigration.

The automated lanes scan your passport and match your face; most travellers are through in under a minute. Use a staffed lane with small children or an unreadable passport.
The key sentence: once you are through immigration you cannot return to Jewel. That fixes the order — check in and drop bags, claim the refund, visit Jewel, then clear immigration. Do it the other way round and you and your luggage end up on the wrong sides of the barrier.
Security is at the boarding gate, not in the immigration hall. Beyond immigration come the duty-free shops and restaurants, and you can browse until it is time to queue. Boarding usually starts 30–40 minutes before departure and the queue lengthens as the flight approaches. Duty-free allowances follow your final destination, not Singapore, so check what your destination allows before buying alcohol or cosmetics.
5. What to do with the extra time at Jewel
Jewel is a few minutes' walk from T1 arrivals and needs no boarding pass. The Rain Vortex falls from the domed roof and has an evening light show, and the Forest Valley around it is a loop of walkways. The paid attractions sit on the top level at Canopy Park — Sky Nets, Mirror Maze, Hedge Maze — with prices and hours posted on site.
Two or three hours splits neatly: walk the Forest Valley and see the Rain Vortex, go up to Canopy Park, then eat on B1 or L1. The brand stores from L1 up fill an afternoon; with children, the Canopy Park play areas soak up a surprising amount of time.

Luggage is the biggest variable. If early check-in has not opened, or your airline does not take part, Jewel has paid storage on B1 charged by the piece and hour; bags already checked are not your problem.

A timetable, counted back from departure:
- 4 hours: arrive at T1, check in early and drop bags
- 3 hours 20 minutes: claim the GST refund in the departures hall, customs counter first if your goods are called up
- 3 hours: head into Jewel to eat, shop and see the Rain Vortex
- 1 hour 10 minutes: back to T1 and through immigration
- 40 minutes: at the gate for security and boarding
Two times catch people out: the hall opens at 08:00 and closes at 23:59, so early and late flights go to the counter. Jewel and the gates sit on opposite sides of immigration, so budget the walk and the queue on the way back.
